Google blogger has updated it’s templates (called designs now) but where has html editor gone?

I need to know how to enter metatags for website optimisation (in the new design) but I dont know where to edit the design. Now nobody can see our Mastermind group anymore….nobody knows where the website has gone.

While I can email 45 of the people (because we are a meetup group), I’ve lost the rest of the 211 of them.
