I have a collection of web template and I want to start a business with them, what can I do?

I am freshman in web design, so I can’t making a perfect web site for sell them, I live in IRAN and in my contoury I can’t get online cash and work with credit cards. I would first pick which template you want to use. Then, I would try to emigrate from the Iran into a country that is friendly towards you wanting to start a business.
