Open Outlook > Tools > Accounts > Select your plus.pop.mail.yahoo > Set as Default > click Close.
go to File > New message > Check if your signature is included.
If not go to Tools > Options > Signatures tab > Add your signature in the message box > click apply and OK.
Now go to File > New message Check and see if your signature is here.
