How can I copy Outlook Template into a reply email?

I’ve got several templates with information I need to send to customers. Sometimes it needs to go into a Reply email rather than a New email.

Is there an easy way to reply with that template info, other than opening a new email with that template, and then cutting and pasting? I’m using Outlook 2003 on an XP machine.
