I have searched google and all I can find is pay sites who charge to convert your resume to the federal format? Does anyone know a place where I can find a free federal resume template?

This site will walk you through a resume. I don’t know if they charge any conversion fees
If you have Microsoft word you can make a very professional looking resume easily. You just open Microsoft word, click on file –> new–> and then you should get a screen on the right side of your screen. When you do just click on resume wizard and it guides you through the process. It’s a big help using microsoft word.
Peace and blessings!

There are a few websites out there (including mine) and some books on google, but it is a real intense process and takes hours to complete. There is a book I use called the Federal Resume Guide which is pretty good, but just be aware it will take hours for a novice writer to complete.
