There are many websites offering HTML templates, and if you keep searching enough, you’ll find some pretty cool templates for free. Simple one, but nice and useful:

There are quite a few choices – search under “free website templates” and there are a ton of results.
is a good site and easy to download.

Additionally if you have Microsoft Frontpage it comes with several very basic sites, but any of the free sources through the search/site listed above will be a much higher quality.
