Here’s how: In order to create a template, you add the string “Template:” at the beginning of the page’s name. For example, if you want to create the template called “Foobar”, you go to Wikipedia’s page displaying that template, which is called “Template:Foobar”. This is because Wikipedia has a separate so-called namespace just for templates. It’s the template namespace.
If you want to edit a template, you just go to that template’s page and click on “Edit”. To find out what the name of a template is, you go to a page which uses that template, click on that page’s “Edit” tab, and you see at the bottom of the editing page, below the edit box, that the name of the template is displayed there. There’s a list of the templates used by that page there at the bottom of the editing page.
Oh, and, please, don’t be so desperate to edit Wikipedia. The enthusiasm will wear off anyway after a while.
