What’s the best free web hosting with templates ready for use?

I don’t know how to design Websites using a certain program and so I wonder if you know any free web hosting which also offers templates you can easily work with. Thanks!

Free HTML Blog Templates?

I was wondering if anyone knew a good place to get HTML blog templates? I can’t download anything because my computers crap, so I need to use HTML codes instead. I’ve found a couple sites but they all only have a few on them (and not very nice ones at that), and the rest are downloads…Any help would be great…
