Newspaper Layout ?

I have been assigned the job of designing the college newsletter, which is due for this month end. As I have never done layout jobs before I just wanna know if there are any specifications, rules or something like that to be followed while designing newspapers, newsletters, magazines, etc.
Please tell me if there are any norms for it. Also suggest me some websites where I can have a look at some good newspaper layouts. And also websites which describe the conventions required

Buy a copy of the Wall St. Journal. Copy it.

The gist of the previous answer is right: but look at a large number of sources (papers) and go from there. The site listed below is a good place to learn design principles.
