How much should a designer charge for doing layouts?

It’s an monthly newsletter only about 8 page or nine depending on how much information they have. As far as I know it’s in black and white sent out monthly.
How much should I charge hourly, If not hourly fixed-fee price?
I was wondering if I was to sent this for printing would I to have to pay for printing and shipping?
I need helpful suggestions or question to ask client if working for them and what are these helpful hints?
Please I need advice since I’m new to this but have been working in company as a graphic designer and this is more of a freelance work.
much appreciated.
I know regions differs but I live in a City so I’m guessing that makes a bit difference on price too.
I also got a 4yr degee BA in field to if this helps a bit.

it really depends on your level of education, skill, talent, etc.
many designers set fixed-fee prices. you’d need to find comparable work and determine how much it cost and base it off of that. and remember to factor in your level of education, skills, etc.
