MAKE A BOARDER ONE COLOR, THE TEXT ONE COLOR AND THE REST ANOTHER COLOR! JUST LOOK AND SEE WHAT THE THE RIGHT BACKGROUND COLOR WOULD BE YELLOW AND RED ARE TO BRIGHT, MAYBE GO WITH BLUE AND A DARK RED TEXT. END I ALL OFF WITH A YELLOW BOARDER OF SOME SORT. USE YOUR IMAGINATION. AND GOOD LUCK!♥

Not sure what program you are using, but if you select “picutures” then enter “files” you can choose “borders” as a picture, which is able to be sized. Use the regular sized border in red, then switch it to “pictures” with the same design, size the “picuture” border just smaller than the red, but in yellow, and continue in blue.
Or set up newsletter as an outline, and on the main points, underline the topic/heading and colorize each one with red, yellow or blue. The decription should be in black to minimize color cartrige costs. Also, printing in draft mode will save ink and time printing! (unless you have access to a color copier, then color the whole paragraph!)

Does it have to be 100% coverage on the paper?
Use a bare background, and make delineators, text, borders, different colors. Make it 2 colors, or even one color.
Or get a better printer…
