Only if you have PHP installed and configured on your server. It’s also highly unlikely that the code you copy and paste will be configured to run with your database. You’ll at the very least need to change the connection host, username, and password.
If your html template is actually a php template (it has the .php extension) then there’s some hope, but if it’s an .html file, you’l have to change the extension to .php so the server knows to run it through the PHP processor
In a nutshell, if you don’t know what the code does, copying and pasting it is highly unlikely to work.

Not in your html templates – php CREATES html. You put php code into a php file. If you want the page to look like the template, you use php to echo the template with the data you’re getting from the databse. (Or you learn php, and the difference between server-side and client-side, because php runs on the server, but html runs in the client.)

This obviously depends on whether or not you have PHP and Apache installed. Also some code requires ceratain extensions.
If you have installed PHP and Apache you can only paste PHP code into your templates if the extension of your file is .php or if you change the settings of the PHP ini file to make it read .html files.
