How do you go about writing a Magazine?

I work in a small state office and my boss just told me he wants me to put together a magazine (about 20+ pages) highlighting various topics. I have plenty of material, I just need some help on how to organize it in the form of a magazine. Does anyone know any good programs, tips, or websites I could visit?
I used publisher but the Newsletter templates look too amateur and my boss is all about professionality…
